This doesn't work at all in theory. Every area of the UK and pretty much every area of english speakers in general pronounce words differently. There is no 'correct' pronounciation because nobody invented the language. On top of that, there are not enough letters in the alphabet to accurately express the way a word is pronounced. That is why there is such a thing as the IPA. The system proposed here amounts to nothing more than changing from one system to another system whose flaws are the same, with the disadvantage that almost every english book and piece of writing along with every english speaker on the planet is used to the first system. Therefore: it's pointless.
When I was at university, I had a professor who used to write blackboard notes in IPA.
I think he was trying to make a point, but I no longer remember what it was.
